Britain and America have reached a important bilateral deal that will ensure zero tariffs on British pharmaceutical shipments being sold in the American market.

Agreement Details of the Deal

As part of the deal, the UK has committed to increase funding on pharmaceuticals through the public health system. This commitment guarantees that tariffs on these key exports will remain at nothing for a period of three years.

This deal is in response to previous threats to significantly raise tariffs on branded pharmaceutical imports, with potential rates floated reaching double the cost.

"This agreement with the Britain reinforces the international landscape for new treatments and establishes long-overdue equity to transatlantic medicine commerce," a release said.

Economic Importance

Pharmaceuticals constitute one of the the United Kingdom's largest exports to the United States, which is by far the largest market for large British pharmaceutical firms.

Export figures show that in the 12 months prior to the third quarter, the UK exported pharmaceutical products totaling £11.1bn to the US. This figure accounted for a significant portion of total UK exports in that period.

"This guarantee safeguards work, boosts investment and paves the way for the UK to emerge as a international leader for medical research," the Business and Trade Secretary commented.

Specific NHS Changes

The pact involves several specific pledges from the British government:

  • Revised Affordability Limit: The UK will raise the affordability limit at which it judges new medicines to be prohibitively costly by twenty-five percent.
  • Increased NHS Spending: There is a aim to raise overall NHS spending on drugs from 0.3% of GDP to 0.6% over the next decade.
  • Rebate Cap: The amount pharmaceutical firms must return to the NHS to stay within budget will be restricted at 15%. In the past, repayments were more than twenty percent.

Industry Background

The pact takes place against a ongoing dispute between the drug companies and the ministers over drug pricing and regulatory access.

The disagreement were intensified by arguments that US patients were paying several times more for the same drugs than consumers in the Britain and the EU.

In recent months, several major pharmaceutical investments in the UK have been halted or cancelled, while substantial investments have been directed toward projects in the United States.

One official publicly accepted that the NHS must increase expenditure on drugs, noting that its spending on drugs had shrunk as a percentage of its overall budget over the past decade.
