19 of Daniil Medvedev's 21 titles have been earned on hardcourt
A comeback the Russian player secured his first championship for nearly 30 months with a win over Frenchman Moutet in the competition final.
The Russian, a ex- top-ranked player, has endured a torrid period, achieving just one win at the big events and experiencing a difficult moment at the American major.
His unpredictability on the tennis tour - and struggles with his serving in particular - resulted in him falling of the elite rankings and eventually splitting with long-time mentor his previous coach.
Currently training with his coach and Goetzke, Medvedev has steadily improved in the past month - peaking in a tightly fought competitive triumph over opponent Moutet.
This represents the player's maiden title after the Italian tournament and first on a hard court after that period of the previous year.
Success also means Medvedev has won 21 titles at twenty-one different events.
"For the first time I am participating in a event with my both daughters together, so to secure a title is particularly special," commented world number 14 Daniil Medvedev.
"This championship is in dedication of my second daughter my daughter, because the initial championship I achieved when my first daughter her name was born was for her."
The tennis star, the former major winner, had been defeated in his previous six championship matches, including in that event previously this season.
His defensive play style and recurring outbursts on the tennis court had led observers to question if his ability to perform at the elite level was finished.
However the player has altered his approach in the past month, attempting to approach the net and play positively, supported by an better serving game.
The champion recovered from a disadvantage in the opening set against the difficult Moutet, winning four of the final five games to take the lead.
The competitors exchanged breaks in the middle set before the challenger, bidding for his initial ATP Tour victory, took control to push for a final set.
Moutet defended 4 initial opportunities in a close deciding set before Medvedev secured a break to 15 to secure the win.
Suitably, he clinched the title with a point at the net area, with Moutet failing to control a return after over two and a half hours.
