Senate Republicans Embrace President's Proposal to Overhaul Affordable Care Act

American senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to diminish as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Deepening Consequences of Federal Closure

The effect on Americans from the longest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Florida Resort

As weekend session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator said.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Response

Opposition senators expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."

Continuing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to end the closure in return for a later vote on the Obamacare payments.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to reopen the government and continue the subsidies for a year.

Another senior Democratic senator continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the subsidies.

"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some analysts suggested that the essence of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
